When do you decide on the habitat?
I like to have a habitat in mind before I put a knife to the skin.

I have the habitat and the whole project pictured before I even start. Of course with snakes I usually build the habitat (cactus/rocks. etc..) first, then position the snake before I make my mold.
But with commercial animal forms your freedom to your mount has been decided for you and you have to make the habitat fit your mount, instead of the other way around.

I usually get an idea before I get started, and then work out the details as I go. It usually comes together nice.

I always have the habitat figured before the project starts. Heck sometimes I get an idea and it takes a year or so to even get the hides.
